Referring to Mr. Severn's letter of the 19th.Novem -ber and subsequent correspondence on the subject of extradition preceedings undertaken by this Government on behalf of the Canton Authorities, I have the honour to inform you that on five occasions recently private Selicitors have made application to the Police Magistrates for warrants in respect of persons whose extradition is it has been alleged, required by the Chinese Government. The per- -sena laying the requisite informations in each case have describ- -ed themselves as officers in Chinese Official employ, but on no eccasion has any intimation, official or otherwise, of the propos- -ed preceedings been conveyed to this Government.
2. I shall be glad if you will be so good as to refer this matter to the Tutuh, representing to him that this Government camet in future permit the execution of warrants applied for by unknom persons possessing ne proper credentials, but that in every case where the extradition of a criminal is desired a requisition must in the first instance be made through the ordinary official channels by the Tutuh.
